hile there was enough bad karma to go around Richmond and the entire state during and after this past legislative cycle, there was also some good news.  

 A new practice was introduced into the House of Delegates to bring some historic resonance (if not decorum) back to that old chamber. House of Delegates Clerk Bruce F. Jamerson worked with the Virginia Historical Society staff to develop “Legislative Minutes.”
When we met with Bruce Jamerson, the dust of the session had almost settled.  Bruce is one of the most quietly efficient behind the scenes Clerks of the House we have had in modern history, so it is not like him to promote anything personally.  On this occasion however, he was glad to talk since it involved a collaboration with several individuals to create a useful and interesting addition to the House.  The thinking was that it
