ALEXANDRIA: Alexandria City Manager Phillip G. Sunderland announced his resignation after serving in that post for four years.  He served 14 years prior to that as Alexandra City Attorney.  He said he is hoping to teach and get back into the practice of law.  Prior to serving as city attorney, he worked was a partner in a public interest litigation law firm in Washington, DC where he specialized in environmental, civil rights, and employment law.  Before that he worked for the Office of General Counsel for the US Dept. of Health, Education, and Welfare.  City officials said they hoped to find his replacement by September.  For more information call (703) 838-4300.

CHESAPEAKE: City Manager Clarence V. Cuffee announced the appointment of Mary J. Bullock as the new director of human re-sources.  She has worked for the city since 1978 and has been interim director of the department since January of this year.  She formerly served as assistant director of the department for nearly 20 years. [] The city manager also announced the appointment of William M. Broome as the new director of general services.  He has been with the city for 15 years, most recently serving as the facility construction manager within the facilities management department.  He came to the city after a 20 year career as an Air Force Civil Engineering Officer.  His first job with the city was as the construction manager for the public works department.  While there, he developed the facilities construction program office with primary responsibilities for managing the city’s capital building construction program.  For more information contact Mark S. CULPEPER: Town of Culpeper officials hired Noah A. Simon to be the assistant town manager.  A total of 157 applicants applied for the position.  He was most recently the assistant city manager in College Park, MD, and prior to that was assistant senior project manager for the International City-County Management Association.  This is a new position for the town.  In addition to providing general administrative support with project management and program analysis, he will serve as the human resources manager.  For more information call Town Manager J. DCR: The Department of Conser-vation and Recreation has incorporated the Chesapeake Bay Preser-vation Act as the former Chesapeake Bay Local Assistance Department becomes part of the agency.  The merger is the result of the legislative budget action taken during the special session that ended in May and confirmed at a meeting in June.  The CBLAD will become an operational division of DCR joining other program areas like state parks, soil and water conservation, natural heritage, planning and recreational resources, dam safety, and floodplain management.    Implementation of the Chesapeake Preservation Act will compliment DCR’s role as the state’s lead nonpoint source pollution prevention agency.  The DCR was also given new responsibilities in stormwater management as a result of separate legislation by Governor Warner and passed unanimously by the General As-sembly.
