Kaine. Newlywed state Senator Jeannemarie Devolites Davis
was a panelist. She married Congressman Tom Davis of
Fairfax. Former Senator Hunter Andrews was a back bencher at
the conference as well as a panelist. And former Delegate
A.R. “Pete” Giesen, also a panelist, is as much a
Capitol Square regular as he was while in office. He served as
a panelist for the conference.
Secretary of the Administration Sandra D.
Bowen, who was featured on the cover of the July/August issue
of the Virginia Review gave a presentation on the Capitol
Square renovation project, an important topic of discussion now
and into the near future. You may recall that Secretary
Bowen has the distinction of having served three Virginia
Governors, and is the only woman in history to have served as a
Cabinet Secretary twice.
Relative newcomers like Delegates Bradley
Marrs from Chesterfield and Accomack’s Lynwood W. Lewis
Jr. were also included in panel discussions. It was
refreshing to hear their suggestions on how to improve
legislative efficiencies. Brad Marrs said the legislative
logjam might efficiently be eased via a limit on the number of
bills lawmakers could propose, in particular freshmen members
