Dr. Sheryl Bailey is a consummate professional. She provided leadership and guidance on significant projects for the city of Hampton during her tenure as director of financial policy. The two most notable projects are the Hampton Roads Convention Center and the Peninsula Workforce Development Center (PWDC). Sheryl strategically led the charge on the PWDC, a project that involved four different organizations, including three state agencies and six local governments. The PWDC was the first workforce development center of its kind in Virginia and, with Sheryl’s leadership, the project was completed in two years, approximately have the time it typically takes to accomplish multi state agency projects. Sheryl is a tenacious, bold leader who brings a myriad of experiences and talents to the table.
