Ella Rowser Portrait to be Unveiled at Rowser Building Dedication Ceremony
Stafford, VA — The Stafford Board of Supervisors will officially dedicate the Rowser Building at a ceremony on Saturday, April 14, 2007, with the unveiling of a portrait of Ella Rowser, the highly regarded African–American educator for whom the building is named.
Mrs. Rowser taught history and English and later served as a guidance counselor and principal of the Stafford Training School for African–American students. The four–room schoolhouse for elementary through junior high students was completed in 1939. Following the integration of local schools, the Head Start program, special education classes and vocational classes were held in the building. The structure eventually housed Stafford County Government offices before they were moved into the current Administration Center building on Courthouse Road. Administrative offices for Stafford County schools then moved into the Rowser building. These offices moved into the Alvin Bandy complex off of Jefferson Davis Highway, and renovations to the Rowser Building were completed in 2005 to provide offices for the Parks and Recreation Department’s administrative staff, Cooperative Extension Office and Environmental Health Department.
Members of Mrs. Rowser’s family from around the country, friends, former students, members of the local chapter of the National Association for the Advancement of Colored People and local government officials have been invited to the dedication ceremony. Exhibits chronicling the Stafford’s black history and the different reincarnations of the building will be on display.
Mrs. Rowser’s portrait, painted by Stafford portrait artist Norma Starkweather, will be displayed in the main lobby of the building.
The dedication and unveiling will be held from 5:30 p.m. until 7:30 p.m. at the Rowser Building located at 1739 Jefferson David Highway near the Log Cabin Restaurant. The event is open to the public.

Prince William County's Dale McCleese Promoted to Battalion Chief
The Prince William County Department of Fire and Rescue is proud to announce the promotion of Captain Dale McCleese to the rank of Battalion Chief. His new position in the Systems Support Division will include overseeing the Fire & Rescue side of the Public Safety Communications Center and the Logistics Section which includes warehouse operations, the courier service and breathing apparatus support for the department.
Battalion Chief McCleese has had a 30–year career with the Prince William Department of Fire & Rescue. His tenure has included positions as a station captain within the operations division, a lieutenant in the operations division, a lieutenant in the communications division and lieutenant in the training division. Battalion Chief McCleese was also instrumental in the development of the Hazardous Materials Response Program during his last 5 years of service. In addition, some of his many leadership roles include Chairman of the 40th anniversary committee of the Department of Fire & Rescue, Virginia State instructor for the Incident Command System and a member of the Northern Virginia Fire and Rescue Departments Operations Board.
McCleese is married and the father of four. He has two sons in high school, one in college, and his oldest son is currently serving as a Technician I for the Department of Fire & Rescue. He currently resides in Fredericksburg, Virginia.

Stafford Offers $2,000 Historic Preservation Scholarship
To celebrate National Preservation Month in May, Stafford’s Architectural Review Board is offering a $2,000 Stafford County Historic Preservation Scholarship for high school seniors and holding a related competition with cash awards for students in grades nine through 11.
“This year marks the 41st anniversary of the National Historic Preservation Act,” said Jack Cavalier, Chairman of the Board of Supervisors. “We hope that this competition will stimulate an interest in Stafford’s history and provide an opportunity for students to learn more about the preservation of the county’s cultural resources.”
Participants are asked to research a significant cultural resource located in Stafford that is at least 50 years old, and submit a short summary of the property’s history, an essay, and original photographs. Cultural resources may include historic buildings, sites or cultural landscapes. The essay, which should be at least four pages but no more than ten pages in length, should focus on the importance of preserving Stafford’s cultural assets for future generations.
The following items must be submitted with each entry:
- Two hard copies of the essay or one electronic version on a CD.
- One copy of the entry form.
- Two original photographs on photographic paper, preferably in black and white.
- A source page or bibliography.
An official entry form and research assistance packet may be downloaded from the county’s Web site at www.staffordcountyva.gov under the heading “Historic Preservation Scholarship” on the initial page. The packet contains detailed instructions, information about the types of properties eligible for entry, and examples of sources that can be used for research including land deeds, plat maps, census records and publications.
Cash prizes for the contest for ninth through eleventh grade students are: first place, $100; second place, $60; and third place, $40. The scholarship winner and all contest winners will also receive certificates of recognition, and the high school submitting the most entries will be recognized with a special award. Winners will be recognized at the Board of Supervisors meeting on May 15, 2007.
Entries must be postmarked or delivered to the Planning Department by 4:30 p.m. on April 20, 2007. Essays and related material may be mailed to Historic Preservation Planner, Department of Planning and Community Development, P.O. Box 339, Stafford, VA 22555. The Planning Department is located in the Administration Center at 1300 Courthouse Road.

Robert A. DuCote Appointed to York County Electoral Board
Robert A. DuCote has been appointed to the York County Electoral Board by the Judges of the Ninth Judicial Circuit Court. Mr. DuCote was recommended for appointment by the York County Democratic Committee as required by the Code of Virginia, Title 24.2–106. The appointment was effective on March 1, 2007, and is for a term of three years.
DuCote replaces Josephine L. Hargis who served 12 years on the Electoral Board and retired at the end of her current term February 28, 2007.

Prince William County Library Staff Receives Award for Teamwork & Excellence
Sharon Dangerfield, library courier II (and mailroom supervisor), and Rodney Leavitt, library courier I, with the Prince William Public Library System, have been selected as Prince William County government’s Employees of the Month for February 2007. George Thompson, preventative maintenance supervisor with the Library’s Financial Services Division, nominated them.
The Library Courier Service delivers more than 7,500 bins and boxes of books and mail every month with just two part-time couriers, who are supported by a mailroom supervisor. This delicate economy of scale was jeopardized a month ago when through a series of unfortunate illnesses, an accident and a joyous wedding there was no one available to work in the mailroom. Unless the Library could find a quick solution, it would be necessary to cut back or stop deliveries of books to the libraries, and therefore, to library patrons.
While their supervisor was trying to find a way to cover the courier deliveries, Dangerfield and Leavitt worked together to find a solution to the problem. Although Leavitt was on scheduled leave for his daughter’s wedding, he came back to work and made deliveries. Dangerfield had been out on sick leave, but came to work at night to load the truck and have it ready for Leavitt’s arrival at 5:30 a.m.
Dangerfield and Leavitt are great examples of Prince William County employees living the County’s Vision and Values.

York County Youth Commission Seeks Student Applicants
The York County Board of Supervisors is seeking students who are interested in applying for appointment to the York County Youth Commission for the 2007-2008 school year. Applicants must be York County residents who are preparing to enter grades 9, 10, 11, or 12 this September.
The Youth Commission’s primary purpose is to serve as a link between the Board and the County’s youth by presenting youth-related needs and issues. Commission members typically participate in rewarding community service projects, learn about County government, sponsor countywide high school social events, and build leadership skills through various team-building activities.
A completed application form and a letter of recommendation must be received at the York County Parks and Recreation office by 5 p.m. Thursday, March 22. After reviewing the applications, the York County Board of Supervisors will appoint up to three teens from each of the County’s five voting districts. The new Commission will be formally introduced at a reception and a Board of Supervisors’ meeting this June. Yellow-colored application forms are available at the following locations:
- Yorktown & Tabb Libraries
- Wmsbg/James City Libraries
- York County Parks & Recreation
- York Co. Public High Schools & Middle Schools
Interested teens and their parents are invited to attend the Thursday, March 1, Youth Commission meeting from 6:30 p.m. to 7:30 p.m. in the first floor meeting room off the back entrance of the Public Safety Building, 301 Goodwin Neck Road (located in the York County Operations Center and accessed by turning off Goodwin Neck Road onto County Drive). Those who attend will have the opportunity to observe the meeting, ask questions of this year’s commissioners, and enjoy some refreshments. Applicants are not required to attend this meeting.

Prince William County Offers "Girls+Math+Science=SUCCESS" Conference Co-Sponsored by Office on Youth
The Prince William County Office On Youth and the Woodbridge branch of the American Association of University Women is co-sponsoring a math, science and technology career conference entitled "Girls+Math+Science= SUCCESS." The conference will be held on Saturday, March 24 from 8 a.m. until noon at Marsteller Middle School, 14000 Sudley Manor Drive in Bristow.
The cost of the conference is $5 per student and includes light refreshments, materials and a T-shirt. The conference is open to students in grades 5-12 and interested adults. Students may pick up the registration form at any Prince William County public school or at the Office On Youth, 4379 Ridgewood Center Drive, Suite 201, in Woodbridge.
Numerous presentations and workshops are scheduled for the conference and will include a variety of topics, such as architecture, geology, meteorology, and many other math, science and technology related subjects.

Prince William County Offers Workshop to Teach Teens How to Find a Summer Job
The Prince William County Office on Youth invites all teens to attend a “Summer Employment Workshop” on Monday, Feb. 26, from 7 p.m. to 8:45 p.m. at the Chinn Park Regional Library in Woodbridge.Teens will discover useful tips to help get summer jobs. They will learn where to start the job search, tips for interviews and applications, and local resources to help with the search. A staff member from the Youth Work Force Development Program will present the workshop and a representative from the Park Authority will talk about Park Authority summer jobs.

Henrico Ponders Decal Removal
Henrico County may eliminate its personal property tax decal for vehicle owners, pending approval by the county's Board of Supervisors, effective Tuesday, Feb. 13. County Manager Virgil R. Hazelett, P.E. announced the decision at a news conference today.
The Board of Supervisors will consider an ordinance to abolish the vehicle decal at its regular meeting Feb. 13. Hazelett said he expected board members to support the measure. Henrico previously had issued new permanent decals to vehicle owners and required that they be displayed by Feb. 15. Residents expressed concerns about the size of these stickers; Hazelett said they now can be discarded.
“Henrico County appreciates the input of our residents regarding the vehicle decals,” he said. “We are responding to their concerns. At this point, we believe that eliminating the decals, with the board's approval, is the best way to move forward.”
Like other area localities, which eliminated their vehicle decals in the past year, Henrico will continue to assess annually the licensing tax - $20 for a standard vehicle.
“Henrico County is committed to good stewardship of the taxpayer's dollar,” he said. “This decision will allow us to eliminate some recurring costs and ultimately, to better serve our residents.”

Falls Church City Police Investigate Armed Bank Robbery
The City of Falls Church Police Department and the FBI are searching for two suspects involved in an armed bank robbery. The incident occurred on Jan. 5, 2007 at First Horizon Bank, located at 133 S. Washington Street in Falls Church.
Both subjects entered the bank armed with handguns. One subject jumped the teller counter and demanded access to the cash drawers. The second subject remained in the lobby and made all employees lay on the ground, face down. There were no customers inside the bank at the time. No one was injured.
The first subject is described as a black male in his 30s or 40s, standing 5'8", with short, black hair worn in dreadlocks or cornrolls. He was wearing a dark green jacket, dark pants, black gloves, a white and black bandana that covered his face, and was carrying a black handgun.
The second subject is described as a black male in his 20s or 30s, about 5'8" in height, and weighing between 180-190 pounds. He was wearing a black hooded sweatshirt, black jeans, gray sneakers with a blue stripe, and was carrying a silver revolver.

Montgomery County Transitions To New Statewide Voter Registration System
The General Registrar’s Office would like to announce that it will be unable to process any new voter registration applications or update registration records from December 27, 2006 through February 1, 2007. During this time the office will be transitioning to a new centralized, statewide voter registration database.
However, residents may continue to submit new applications or make changes to their voter records. Qualified voters will receive a Voter Information card by mail after their applications have been processed in February. Registration rolls will also be updated after February 1.
The General Registrar’s Office will remain open during regular hours – Monday through Friday between 8:30 AM and 5:00 PM. – throughout the transition period.
The Virginia State Board of Elections is in the final stages of implementing the new statewide registration database to comply with the Help America Vote Act, which was passed by Congress in 2002.

York County Parks and Recreation Division Wins Four State Awards For Excellence
The Virginia Recreation and Park Society (VRPS) bestowed four awards for excellence to the York County Parks and Recreation Division at its annual conference held in Virginia Beach.
More than 100 award nominations were considered in 14 various categories as part of a statewide awards program sponsored by VRPS. The program honors individuals, agencies and organizations who have demonstrated excellence in various categories during calendar year 2005.
York County Parks and Recreation won awards for being the ”Best in Virginia“ for communities with a population of 50,001 to 100,000 in the following categories:
- Best New Renovation/Addition Project/New Quarter Park — The project included the addition of mountain biking and hiking trails, disc golf course, pedestrian path, playground area, large and small group picnic shelters, sand volleyball court, basketball courts, parking, and a park office building.
- Best Promotional Effort Award for a Specialty Piece/The York County Blueways Brochure — This publication outlines water trail routes on four waterways in the County and provides information on points of interest and safety.
- Best Promotional Effort Award on a Basic Promotional Piece/The New Quarter Park Brochure — Upon the completion of the new facilities constructed at New Quarter Park, a brochure was developed and widely distributed to increase public awareness and visitation of the park.
- Distinguished Private Sector Award/Coastal Design and Construction — Nominated by York County Parks and Recreation for this award, Coastal Design and Construction donated use of a barge and tug for the Riverwalk Landing grand opening fireworks display on Memorial Day weekend. Their contribution saved the County thousands of dollars.
“To be selected for these awards by a jury of your peers from across Virginia who are professionals in the parks and recreation field is indeed a very special honor,” said Cheryl Sonderman, York County Parks and Recreation manager.

Request for Proposal: Powhatan County Cash Proffer and Road Proffer Evaluation Study
Powhatan County, Virginia is soliciting proposals to establish a contract for the purchase of professional consulting services for an evaluation of the County’s current cash proffer system and its application to anticipated transportation needs in the county.
The intent of this evaluation study is to evaluate the County’s current cash proffer methodology, other cash proffer systems utilized in other localities, and the implementation of a road component to the cash proffer calculation.

Keri Sletten Named IT Director for Isle of Wight County
Ms. Kari Sletten, a Windsor resident, has been promoted to fill the role of Information Technology Director for Isle of Wight County. Ms. Sletten has served as the Interim Information Technology Director since August 1, 2006, and she has worked with the County since June 2003.
Ms. Sletten’s background includes a Bachelor of Arts Degree from the University of Minnesota and a Graduate Certificate from St. Cloud University. Her expertise includes experience with operating systems, databases, and various software applications. Her previous roles with the County included 3 years as the GIS Technician and GIS Coordinator.

Code Council Board names Weiland CEO
The International Code Council Board of Directors promoted the association’s Chief Operating Officer, Rick Weiland, to the position of Chief Executive Officer. Weiland will succeed James Lee Witt. “After a comprehensive, nationwide search that started with more than 100 applicants, Rick Weiland was our choice to lead the administration of the International Code Council,” said Board President Henry Green. “By promoting from within we can continue to move the ICC vision forward with very little transition at the executive level.”
Weiland, who has been ICC’s COO for the past three years, has more than 20 years experience working in the public sector and not–for–profit world as a Regional Director of the Federal Emergency Management Agency, State Director and Senior Advisor to former U.S. Senator Tom Daschle, and as a State Director for the American Association of Retired Persons.
“Obviously, I am very pleased with the Board’s decision and ready to tackle the challenge of leading the International Code Council,” Weiland said. “I will continue to reach out to members and stakeholders to ensure their voices are heard as we move forward.”
As COO, Weiland played a key role in developing a blueprint to map ICC’s path to growth and success. He also has been instrumental in expanding and enhancing ICC’s communications, customer service, and relationships with other safety and standards organizations.
Weiland has held key positions for disaster recovery and prevention and federal policy creation and implementation, been involved in economic development initiatives, and worked with state and local governments to build disaster resistant communities in a six–state region.
The International Code Council, a membership association dedicated to building safety and fire prevention, develops the codes used to construct residential and commercial buildings, including homes and schools. Most U.S. cities, counties and states that adopt codes choose the International Codes developed by the International Code Council.
