Henrico names Yob as director of Public Works

Henrico County Manager Virgil R. Hazelett, P.E. announces the appointment of Steven J. Yob, P.E. as director of the Department of Public Works, effective April 7.

Yob, who is serving as acting director of Public Works, will succeed Timothy A. Foster, P.E., who was promoted in January to deputy county manager for community operations.

As director, Yob will lead a department with 257 full-time employees and an operating budget of $35.8 million for fiscal 2011-12. Public Works is

responsible for developing, improving and maintaining efficient and safe transportation and drainage networks for the county.

Public Works manages more than 3,400 lane miles of road and more than 150 traffic signals, making Henrico’s road network the third largest in Virginia behind those of the state and the city of Virginia Beach. The department also oversees mass transit and leaf collection services, storm water drainage and enforcement of erosion and sedimentation laws and ordinances.

A Henrico employee since 2001, Yob has served as chief of the solid waste division of the Department of Public Utilities and as assistant director of Public Works. He is a professional engineer licensed by the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects. He holds bachelor’s and master’s degrees in civil engineering from Michigan State University and a master’s degree in business administration from Virginia Tech.
